Haz-Mat Placard Identification

I looking for a reccomendation for a pair of binoculars. We need something to identify hazardous material placards on trucks and packing drums. They are about 8" to 1' diamond shaped signs, typically mounted on the truck trailer. We need to identify them from a safe distance.

They should be waterproof, in the $250 range or less. The field of vision does not have to be very great. There isn't a problem with motion since the scene isn't moving. Neither weight nor size an issue.

We typically use them from the cab of a firetruck, and would like something that can also be tripod and/or window mounted in case of a long, drawn out operation. They will spend most of their life in a bouncy firetruck.

Any suggestions?
