Binocular Camera
Are they any Binocular Cameras that maintain the look of binoculars?
Wanting to take photos at events without attracting attention since some places are so fussy about photos being taken.
Any binoculars that can shoot in low light?
I am concerned that events will stop allowing your own binoculars. Maybe they will start forcing you to rent theirs.

The only model that does not have a conspicuous camera perched on it is the Bushnell Instant Replay, http://www.opticsplanet.com/businrepdigb.html
However, with the LCD flipped up it looks very much like a cam to my eye.
No digital binocular is suitable for shooting in low light since no digital bino is available with a flash.

If you want a digital camera buy a digital camera. If you want binos, buy binos. You get into trouble when you attempt to combine the two.
