hello,
I'm curious to know if Raytheon Palm IR 225 Digital Viewer and like products could detect heat signatures if someone or something was under a thermal blanket? or even what counter measures to plan for if someone is trying to avoid being seen?

The Palm can detect signatures through solid objects, but only up to a point. It will depend entirely on the thickness and insulating value of the material in question. Simply no way to predict, but someone who knows the potential of these instruments can always devise a way to avoid them. Nothing is escape proof.
