Does 2-PC Fighter Basic Military Gift Package allow you to see through any materials such as concrete, ground, wood, metal, etc?
Are there any availaable that can and how would I find out what the capabilities are?
If so, through what materials and what are the specifications and
limitations?

Hi
No heatseeker will have such a capability. You would need to step up to the far more expensive and sophisticated technology of a thermal imager, such as the Raytheon X100xp Thermal-Eye Camera. No way to predict actual performance in the field because of all the variables involved, but this product is widely used to see through walls and so on.
