IS THERE EQUIPMENT TO DETECT SMALL WARM BLOODED ANIMALS THROUGH 2 INCHES OF GRASS AND 3 INCHES OF SOIL?

Yes, but it won't be a heat seeker. They do not have the needed sensitivity to reliably penetrate that much insulation. That's going to require a thermal imager, but those are probably a lot more than you want to spend on this task. Prices start at about $6500
