No, there are no optical instruments that will resolve a license plate at 1 mile. The atmosphere does not allow for this.

I have a new Celestron Omni XLT 102mm that will I think.
I wash setting my finder scope to match the telescope and put it on a tractor about 3/4 mile away. Not only did it pick up small detail on the tractor,I looked at the prongs on the plug of an extension cord.
This leads me to believe it could read a liscense plate at a mile away.
I may be wrong though...
