Can you recommend a digital camera that would give me a good quality 28mm lens, which is good for photographing interiors? Most of what I am seeing are 35-105mm zooms.

You are absolutely right about looking for a good digital camera with wide-angle lenses for interior photography where you need to capture more of a room in your photo. A digital camera with a wide angle lens (normally a lens is considered wide-angle when it is below 30mm ) will give you a view "further back" in the frame than your typical lens. Good digital cameras with wide angle lenses are not cheap.
Something like Leica Digilux 2 Digital Camera 18263 is outstanding, and its 7 - 22.5 mm LEICA DC VARIO SUMMICRON f/2 - f/2.4 ASPH zoom lens is equivalent to a 28 - 90 mm zoom lens on a 35 mm camera.

Another option is to go with Canon or Pentax digital SLR (Single-Lens Reflex ) and get a wide angle separently.
There is a big selection of wide angle EOS Canon lenses available for Canon digital SLR cameras.
and Pentax has a serious wide angle lens line that will work on Pentax 35mm and digital SLR cameras.
