spotting scope for birding

I'm looking for a not hugely expensive spotting scope for birding. My husband typically birdwatches at parks, and the binoculars aren't cutting it. I would like waterproof and ability to attach a camera if possible. Thank you very much!!

As to the camera, you will need to specifiy the type of camera, though you can use a universal adapter such as the Barska, http://www.opticsplanet.com/barska-digi ... aptor.html to attach any digital point and shoot to almost any spotting scope.
