I am a deputy sheriff in a rual county. We often have people that run away from us into the woods at night. I am experienced with military grade gen 2 and 3 night vision but I cannot afford that at my pay. Digital night vision is within my budget, but I have never used one. How do they compare with traditional generational units? Using an illumination device, such as IR, would not be a problem for me as the criminals rarely have night vision.

Digital is nowhere near the quality of a decent generation III NVD. The detection range, and to some extent the resolution, will be 1/3rd that of a gen III unit. However, if all you need is an effective range of 100 yards or so; for the price, there is nothing better than a digital unit.

For your application, (people running into the woods) thermal vision would be best. I would save up for a Flir PS-24. A thermal unit will "see" things a NVD would never see.
