Best NV device for around $100

I'm looking for an affordable nightvision device that is around $100 (but I may go as high as $150 if there's something REALLY good out there). What is the best one out there?

You won't get much at that price. Very little available and what there is will be limited in terms of objective size and hence performance. Try the Bushnell, 2x24, http://www.opticsplanet.net/bushnell-2x24-night-vision-monocular.html
