Both of these are excellent scopes and are absolutely in the same class. The extra magnification range of the Elite 6500 can certainly be a benefit for hunting or closer range shooting, but if all you are doing is shooting at a target range, it is not necessary. If you're just punching paper, you can go with the Monarch 4-16, or if you really want to work on tight grouping (and have an accurate enough rifle) you can go with the Bushnell Elite 6500 4.5-30x50 Tactical, but the higher power is best saved for brighter days. All of these offer fantastic image quality and reliability for the price.
