What is the difference between the EOTech HHS-I and HHS-II?
Also, does it come with mounting capability on a 1913 Picatinny Rail or do I need some special mounts?

The EOTech HHS-1 will be a EXPS3-4 sight with the G33 magnifier and the EOTech HHS-II will be an EXPS2-2 with the G33 magnifier. Both those units will be black, just the 2 dot to the 4 dot reticle difference. Both will fit onto a 1913 rail.
