best binoc for $150

I'm new to the binoc market and, unfortunately, am on a fairly restricted budget. Could someone help me and let me know what would be the best general purpose binoc for around $150. I might be able to go a little higher, but not much. I'm not wanting anything smaller than 35 mm nor larger than 50 mm objective lens size. Water proof or water resistant would be a plus. Take a look at the Nikon AEs. They are a porro design that claims to be waterproof. In reality they are closer to water resistant.
