Shady NVG brands?

Hey, I've been browsing around diligently for a setup to bring to iraq, and I keep finding what appear to be the same sets of goggles produced by anywhere between 3 and 5 different companies. I see models that are common between:
ITT Technologies
ATN Corp
Nvision corporation
Newcon Optik
and a few others that keep popping up. They all have the same/similar model numbers. It's very confusing and I'm wondering if each brand is a different grade of the same product, or if it's just a bunch of brands lisence producing them? If so, which is the best? I'm looking at a 2-3rd gen ATN hands-free goggle, the NVG-7 is the choice now, looking to spend around $1500.

Add northrup-grumman and yukon optics to the list...
It's strange.

All things aside, basically what I'm looking for is the best ruggedized option for around $1500, give or take. My organization is out of NVG's, so I have to bring my own, among other things.

The tubes are U.S. made and come from only a couple of manufacturers. The tubes are eighty percent of the cost of the unit. Most housings are also made by the same people. They have the same numbers because they are almost identical units. Buy for price, warranty, and availability.
