Spotting scope advice

I need a spotting scope for target shooting. I need to be able to resolve a 1/4" bullet hole in a black paper target at 200 yards. Color correction, FOV, etc are not important. I need sharp, compact, reasonably light, and water resistant if possible. Angled evepiece with decent relief is required. The standard scope in my sport is Kowa 82mm with 27 LER eyepiece at around $800. I am a beginner and am loathe to spend that much if I can avoid it.
I am looking at the celestron C-90 Mak at just over $200. I have read reviews that this type of scope has high resolving power. Any drawbacks of this type of scope for this limited application? Thanks

Have you seen the LOMO scopes. The Lomo 70z is the one Im saving for. Its around 250 and the Lomo 60z is about 100 bucks. Russian made and rugged enough for outdoor use. The eyepieces can be purchased for them. I think the 70 goes up to 190x with 6mm eyepiece. The way I see it most scopes are made in China(the affordable ones) but Lomo is Russian made with an aluminum shell.
