Would Bausch & Lomb Illuminated Stand Magnifier 81-34-80 be easy to use for a 92 year old who wants to use it to read the newspaper? Does it tilt and is it easily focused?

Yes, Bausch & Lomb Illuminated Stand Magnifier 81-34-80 can certainly be used for that application and the lens does tilt.
