I work at a 100,000 watt shortwave broadcasting station. Sometimes a
loose bolt will cause an arc to occur way up on our huge (one acre)
curtain antenna. Would the above device be able to detect an arc that
might not be visible, even at night, to the naked eye? Would it be
able to see the heat from an arc in broad daylight?

I would not recommend a heatseeker for your application. The effective
range and sensitivity on this product will not be suitable. You really should be
looking at a thermal imager, not a heatseeker. Try the Raytheon X100XP.
