1.Do I interpret the adjustment range of this tripod to mean 90
degrees overhead? I also want to use the tripod for celestrial viewing
2.Also is the tripod sturdy enough for a C130 Spotting Scope? 3. Do I
need any additional fixtures to attach the scope to this tripod? 4.Can I
obtain a T-Ring for a digital camera (Olympus C-740?) Thank you.

That's 90 degrees with a camera, but you won't get that kind of clearance
with a scope attached. Yes, you can always use a photo tripod for astronomy,
but at magnifications much above 100-120x, it becomes difficult to use
unless you add slow motion controls, such as the Vixen Piggyback 1/4"-20 Fine Adjustment Unit DX AM-FA-3562.


Yes, you can use this tripod for the C130. It will do a nice job with that
scope.

No adapters needed to attach the scope to the tripod.

T-rings and adapters are for SLR cameras - cameras with removable lenses.
They will not work with a digital point and shoot like your Olympus. Sorry.
