Looking for the most bang for the buck for a spotting scope for shooting paper targets. I know the Kowa is quite popular. I also know its discontinued but if you had to pick one, why?

I have a pair of the Vortex Viper binocs that I love so I figured I would see how good their spotting scopes are as well in comparison to one I know is well respected and considered a good value compared to the performance in the ranged shooting community.

Hi

If you can still get the Kowa 821M, get it. Really not going to do better for the price and, as a closeout, you may find one at a good price. If you can't find one, go for the Vortex Skyline, yes. At $500, it is as good as it gets in a spotting scope.
