ARE THE OLD 10X LYMAN ALL AMERICAN SCOPES AS GOOD AS SOME OF THE NEW RIFLE SCOPES?

Not even close. New scopes have better technology and understanding of light transmission. Better glass and coatings and purging and fields of view. They are still sought-after scopes for period guns like my Martini.
