scope for a .23 cal 24 inch barrel

I need advice on a scope shooting varmits at approx. 200/300 yards, I am looking at burris, leupol and vortex. should i get a 3x9x50 or 3.5x9x50 or can you suggest something better/ I have a flat top with picatinny rail so which mounts do I get for a 1" tube? Thanks for any advice.

You would be better served with a bit more magnification for varmints. Look at the Leupold VX-II 6-18 with target knobs. You'll need extra-high rings for your flattop such as the Burris XTR rings.

I'd definitely go to a higher power as Steven said.
Personally I'm a Burris man, their Ballistic-plex reticle is great for me, as it isn't too cluttered, but gives room for drop compensation. Not designed for a specific caliber though so you have to figured it out for your balistics through practice... It does keep me from fumbling with my knobs while dropping prairie dogs, which is nice.

Oh, and go with Warne rings... Best quality in picatinny/ weaver style rings
