Burris, Bushnell, Leupold, Nikon, Pentax, Sightron, and probably a few others, make a 3-9X 40 scope that sells for $200, more or less.
Is there really any way to pick one over the others? |

No, there really isn't. A $200.00 scope will be too similar to others. Stick with a name brand company and you'll be spending wisely.
