I like the Prostaff on this matchup, despite the HD on the Legend. The 65 mm Prostaff models I have tested have all been remarkably good scopes for the money.
One mile distance is asking a lot of any spotting scope when it comes to seeing detail and progressively more so when it comes to seeing fine detail. The limiting factor at this distance is the atmosphere and seeing conditions, first, the scope, second. Mountains at one mile? Sure. Bushes? How small? If it is fine detail you want to see at a mile, moving into an 80 mm or 85 mm class scope is more practical, but, even then, there are no guarantees. The Leupold Gold Ring is a wonderfully compact scope with a great track record, but, no, I don't think it will do significantly better than the 65 mm Prostaff in this situation.
If you want to stay with a smaller scope, try the Kowa 663, The Swarovski ATM 65 or similar. At a more reasonable price, there is also the Brunton Eterna 62. If these scopes don't do the job, then no 60-65cmm class scopes will.
