How much higher does this Riser Rail give raise to shooter?

Both Precision Reflex PRi AR15/M16 Top Rail Risers have an overall length of 6.25" with 3" of overhang, and will raise the mounting surface up 0.450".

What are the torque specs for the mounting screws?

Precision Reflex does not have a torque spec published, but it should be in any user manual/install instructions included with the riser. You can also contact them directly if you still need the information.

only if you can mount it backwards, then it would make POI lower
