will NVG mount (horn) portion fit a standard shroud already mounted on a helmet? Does this come with the strap for helmets not equipped with shroud?

Yes it will. Note the Rhino Arm was updated some years back. The RHNO II-H now offers three planes of adjustability; eye relief, cant and up & down, similar to the more expensive Wilcox product.

No, these are for PASGT helmets that do not have a built in shroud.
