What's the Difference Between Level IIIA and Level III+?

Body armor is rated in terms of the largest and most powerful bullets it can stop, and Level IIIA (or Level 3A), is rated to stop handgun rounds. Both hard and soft armor that are rated to Level 3A are smaller and weigh less than other options, since armor that is designed to stop rifle rounds must be much larger. Level 3+ armor is rated to stop rifle rounds, and provides more protection than Level 3, which only goes up to a .308 caliber rifle round. Level 3+ provides some extra protection (while still being less than Level 4), as it is designed to stop certain "penetrator" rounds, like M855. 

Can Civilians Buy Level 4 Plates?

There is no federal law outlining what level of armor plates civilians can buy in the United States. However, some states have their own restrictions on body armor, so check your local laws.
