It should work as it is advertised working for any Barnett crossbow with 16" or less power stroke, the Rogue is listed as having a 11.375" power stroke.

It should work as it is advertised working for any Barnett crossbow with 16" or less power stroke, the Vicious is listed as having a 15.125" power stroke.

Yes, this should work on the Jackal as well, it's for any Barnett crossbow with a power stroke of 16" or less. The Jackal should be around 12".

The draw cord would hook on to your string the same way a manual draw cord would, however in this case you use the hand crank to steadily draw the crossbow. It's a little slower than a manual draw cord, but also takes a lot less effort.
