HI: I WANT TO USE THE POUCH AS A CHEST PACK, WITHOUT USING IT ATTACHD TO A BACK PACK. WILL THE OPTIONAL HARNESS ALLOW ME TO DO THAT?

you can use the chest strap or buy sea to summit bucket or g hook I did it for topfanny pack to make chest pouch for me

Yes. The Eberlestock MultiPack Accessory Pouch was designed to attach anywhere that features MOLLE webbing, but can also be mounted to the Chest Pack Harness using the 20mm buckles to work independently on the chest.
