It’s a special high-end round designed to assault only dumb people. It can penetrate any bureaucracy, engine bloc, affiliation or other level of agenda. It uses laser focused targeting data to simulate the generalized intelligence of the target and will not fire unless it matches a pre-deterministic trajectory of flat elevatory cognitive quota.
That, or it’s a round designed to be used in dry-fire exercises and does not actually do anything more than that.
