That price is for a single eyepiece, and you are correct, two are required to achieve binocular vision.

B&H lists the product as " Kowa 21x Wide Angle Eyepiece for High Lander Binocular (Single)" for $600, and notes "Two Eyepieces Required".

Kowa lists the TE21-WH as "Each, sold separately" with an MSRP of $700.:
