Will this rail work for Winchester model 70 300wsm?

No the base you have indicated is for a long action rifle and the short magnums use either a short action or short magnum action. That would be either the A198 or A199 base. You will need to verify which action your particular rifle has.

Based on the picture provided for the A196 this picatinny rail it does not have the grooves cut into it for the scope mounts to fit into?

The A196 base is machined to the M1913 Picatinny spec. If the rings you are using require any other mounting specification, this base will not work.

No, the only Pre64 Winchester Model 70 bases Nightforce offers are Part#A335 and Part#A304.

No, the Christensen Ridgeline uses Remington 700 style optic mounts.
