Does this go with the gen3 15inch top rail piece?

The Precision Reflex Gen III AR-15/M16 Round Free Float Rifle Length Forearm is 12.5" in length and has an 8.5" top rail. So it will not work with a 15" top rail attachment.

Can I use an armorers wrench for install?

Yes, the Precision Reflex Gen III AR-15/M16 Round Free Float Rifle Length Forearm can be installed using an armorers wrench. However, the manufacturer doesn't specify what size wrench is needed. I recommend contacting Precision Reflex for that information.

If this is rifle length why is it only 12.5”? Shouldn’t it be 12.75”?

There is no pre-set length for free float rails, so it can be considered rifle length even if it's close since it doesn't have to fit into a delta ring setup.
