Is the only difference between the 65818 and 65815 the top xbow/gun rest? Is the xbow rest just a wider "V"?

Yes, the only difference is that the 65818 is intended for use with a Crossbow and does have the widened V-Yoke to help support a steady shot.

What is the difference between the gen 3 tripod sticks and the gen 3 crossbow tripod?

The new crossbow version comes with a slightly different top piece that is better suited for use with a crossbow, the original version is better suited for rifles.
