I contacted Radical Firearms regarding this specific upper, they responded that the Flash Hider IS welded and pinned. It is a legal 16” barrel overall.

I own one and recently ordered another. This is NOT pinned/welded. Side note: I received a 14.5 barrel stamped as 1:8 twist and NOT a 1:7.

Description says, no pin, and no weld! To be legal, the owner must pin and weld, or use a pistol lower, for this to be legal, without a sbr stamp.
