Does this come with the rail system? The title doesn't mention it but the description makes it sound like it comes with the 2.0 and 3.0 rail systems?

If your head circumference is right at 23 1/2 do you recommend the M/L helmet or go up to the XL helmet?

I recommend going up a size because then you can tighten down the adjustment straps if you need to.
