Does the large size run smaller than most jackets; so is it best to order a larger size?

No I would not order a size larger for this jacket. it is already sized to accommodate concealed carry and layering if required

I’m 6’3” tall, will the sleeves be long enough for me?

The width of your shoulders can certainly change how the sleeves will fit even with your height, but the sleeves on our large outerwear pieces are 36”, 37” for XL and 38” for 2XL.
