No, unfortunately the mounting area is too short to fit with that mount.

No, the front post would appear as a blur in the lower 1/3 of the optic.

yes you will need to buy a carry handle mount utg 24 bucks leupold is 45ish

You can, but you need an adapter to allow you to mount a scope to the carry handle.

I bought a Ruger AR 556 that has rear/front sights, I wonder if this front sight will be in the way by seeing through the Nikon P-223 AR15 3x32 BDC?

If mounted between 1.5" - 1.6" you will notice the front sight in your image as a blur, however this optic will still be usable.

This scope is calibrated for 223/556 ammunition, you may have a better experience with one of Nikon's rimfire scopes. Here is a link to a popular one:
