Does this have a last round bolt hold open?

No, this is a very basic upper receiver and does not have that feature. Generally the bolt hold open function is found in the lower receiver and not the upper.

what is the weight in ounces of this upper?

over 10 ounces very heavy considering PSAs is 5.65 ounces
