Description says “dowel pin” which is a straight solid steel pin and not a rolled pin.

What does it mean when it says it comes or doesn't come with head spaced bolt?

When it says it comes with a head spaced bolt, expect a head spaced bolt to ship with the barrel. If you don’t know what that means, you should not attempt to build an AR15.

Is the gas block pinned permanently?

The gas block is pinned however, it can be removed.
