how long does the motac keep the sight on after it turns on ,then there's no movement?

The red dot will remain powered for 2 minutes after it senses motion and then will enter battery saving mode after the 2 minutes.

Is the optic good for AR-15 platforms that are used constantly such at 3 gun or tactical training?

This is a great optic for almost all purposes that don't need magnification. Depending on the 3 gun competition or training, magnification may be necessary.
