What velocities are they expecting for the 55gr and 168gr to match the bdc?

They do not give velocity specs, but according to manufacturer: BDC can be calibrated to most .223 and .308 cartridges and accommodate targets up to 600 yards away
Scope includes two removable BDC target turrets in calibers: .223 and .308

Will this scope and mount clear the rear fold down sight on my AR15?

Without knowing the folded height of your sight, that's difficult to say, as folded sight heights very by manufacturer.

Give it a try, if it doesn't clear, refunds/exchanges are prepaid.
