Is this absolute co-witness? Was sold a GGG1670 mount as absolute co-witness;but, it places my PA red dot in the lower right of the magnifier. Expert Answer

Samson doesn't specify - most magnifiers have windage and elevation adjustments for centering the zeroed dot of the optic in the center of the magnifier.

It certainly LOOKS cooler when the optic and the magnifier are in perfect alignment, but with an adjustable magnifier, it is not strictly necessary.
