That is a helmet chin strap, which offers additional support to accommodate the added weight to the front of the helmet when a night vision device is mounted.

Does this come with the j arm and will it mount to the helmet mounting bracket that's on the helmet vs using the straps? Expert Answer

The Armasight Night Vision MICH Helmet Mount Assembly does not include the J ARM. This Armasight Night Vision MICH Helmet Mount Assembly attaches under the lips of the helmet and uses the straps to tighten it down, so the straps are necessary.
