Is this okay for mounting to pistols under 16” ?

Yes undoubtedly this product is an angular grip not a 90 degree aka vertical foregrips which when mounted on rifle with less than 16” barrels is prohibited and regulated by the NFA. I will sight a similar question found on the ATFs website.
