These shotgun shells were specifically designed to be used with a pheasant or quail shotgun. The wads help with the lethality of the steel, as well as the wad-to-pellet ratios. The steel is ground to a consistent, uniform steel-hardness. As a result, Federal Prairie Storm FS Steel Shot can be used with a reloadable steel shotgun shell, or shotgun shells with standard steel payloads. Remember that steel is a mix of steel and fletching, so precision patterns are essential. The wads help immensely, as they allow the steel to cluster more densely than with lead.
