The product name states “loop,” but the materials description states “hook velcro” - will this liner mate with a hook-lined belt?

This product (95MGL0BK) does have the loop side of the Velcro and fits the Cobra Operator belt (hook lined). The Cobra 1.5/1.75 rigger belts are loop lined and take the 95MG00BK panels
