Yes, it will work on an 03A3. You will need to drill and tap the receiver. We don't provide the screws as many people have different preferences for screw size and thread depth. We see 6-48 and 8-40 used a lot. We recommend a minimum thread depth of 0.100".
Mount is fine but It does not include screws to mount receiver so two 8-40 x 3/4 (Brownells) weaver oval screws will also need to be acquired and shortened. Screws provided for rings are also the wrong type. Ring holes are tapered for weaver oval 8-3...

Product Info for Hi-Lux Optics Malcolm M82G2 Scope Mount
The M82MT is designed to be mounted on a Springfield 1903A3. The M82MT is non-parkerized. The shooter can parkerize the mount to match the finish of his or her barrel.
This 7/8" scope mount is for use with the Malcolm M82G2 2.5X Vintage Reproduction Scope.
This mounting kit allows the shooter to adjust windage externally in the base. There are two screws beneath the rear ring which can be adjusted to add external windage.
