Yes! The cummerbund is attached via velcro.

how does it hold either a 8x10 or 10x12 plate? what sort of system is it using to secure the plates? does it hold swimmers cut plates?

It's designed for shooter's cut style plates. There are two insertion areas on both front and rear of the carrier to allow for either 10x12" or 8x10" shooter's cut style plates.
As long as the swimmer's cut style is not wider than 10" than it can accommodate that shape as well.
