Will this fit a smith shield 40 m&p. Also I am trying to find a good level 2

Unfortunately Blackhawk does not make a version of this holster for that pistol at this time. We also do not have any level 2 holsters that will fit the Shield pistols.

will this holster fit my Ruger SR1911 w/5inch barrel with the hammer back cocked and locked

While the models listed for the 1911 will fit your pistol, they are not meant to hold it cocked and locked, they're designed to carry it with the hammer de-cocked.
