If you're speaking about the Smith and Wesson M&P 22. then no, not unless you get a slide with an optic cut, as they generally don't have optic ready slides.

I need an ability to mount to a 1913 or picatinny rail (Ruger MK IV 22/45) is this available for this sight?

it does not come with a rail adapter, but you can pick up an RMSc to pic rail adapter fairly easily.

is there a way to get the green dot sight to stay on with out having to shake it awake as it takes to much time. But I like the green dot

pressing the button for brightness will wake it up if you don't want to shake it.
